Council’s Long Term Financial Plan Open for Community Comment

Published 14th May 2026
Council has released its Draft Long Term Financial Plan (LTFP) 2027-2036 for public consultation, outlining Council’s financial direction and priorities over the next decade.

The plan identifies that Council remains financially sustainable now and into the future. The plan is based on current trends and updated asset management plans, that identify Council’s ability to maintain its level of services now and into the future.

The Draft LTFP demonstrates Council’s commitment to responsible financial management, sustainable growth, and continued investment in essential services and infrastructure across the district.

The plan confirms Council’s capacity to maintain existing services, renew assets, deliver new initiatives, and achieve strategic objectives in a financially sustainable manner over the medium to long term.

Key highlights of the Draft LTFP include:

  • Projected operating surpluses year-on-year for the life of the plan
  • Financial sustainability indicators remaining within target ranges
  • Continued investment in infrastructure renewal and community assets
  • A balanced approach to managing rate impacts while supporting future growth
  • Ongoing monitoring of economic pressures affecting both Council and the community

The Draft LTFP has been developed within a broader environment of economic uncertainty, including ongoing pressures impacting regional communities such as the downturn in wine grape prices and rising transportation and operational costs. Council acknowledges these challenges and will continue to review the plan annually to ensure it remains responsive to changing conditions and community needs.

Community members can view the draft LTFP and provide feedback online via Shaping Loxton Waikerie, before 5pm Wednesday 3 June 2026. Hardcopies are also available in person at the Loxton Council Office, or the Loxton and Waikerie Libraries.

“This plan reflects Council’s commitment to making sound financial decisions that support our community now while safeguarding opportunities for future generations. It demonstrates our ability to continue delivering important services and infrastructure projects in a financially sustainable way, while remaining mindful of the economic pressures being experienced across our region.”

- Mayor Trevor Norton

“The draft LTFP is an important strategic document that helps guide decision-making and ensures Council remains financially resilient over the next decade. It details operating expenditure of $307m over the period and capital outlays of $124m including; roads, buildings and capital upgrades to swimming pools and the Waikerie Sports Centre. We encourage community members to review the draft plan and provide feedback as part of the consultation process.”
